I agree with the general opinion of the article and I have a similar one, that I invite you to read. CSS is a very flawed concept that came about as perhaps the worst possible way to feature separation of concerns, in a way that's completely alien to programmers and, at the same time, fails to be accessible to non-tech people (no wonder why, at the same time CSS came and became used, non-technical people started using FrontPage and Dreamweaver massively).

The argument that comes more frequently with the few noisy people who defend CSS is the second one, to point out that people who don't like CSS simply can't use it because they lack understanding and/or skills. Badly designed things are going to be used wrong and/or be disliked and put aside, regardless of their capabilities. I use CSS since its creatiion basically, and it is still a pain, especially when developing in teams. People simply can't just put CSS aside most of the time, so they wrap it into preprocessors and libraries that make it more palatable and manageable.
